REACH Legislation – Registration, Evaluation and Authorisation of Chemical Substances

REACH is a European Community Regulation relating to chemicals and their safe use (EC 1907/2006), which entered into force on 1 June 2007. The regulation deals with the Registration, Evaluation, Authorisation and Restriction of Chemical substances.

Registration of chemical substances under REACH needs to be done by every EU manufacturer and importer, who brings chemical substances into the EU.

Chemicals manufactured or imported in volumes of 1 ton or more per year and per manufacturer / importer are automatically encapsulated in REACH.

Mitsubishi Chemical Advanced Materials manufactures plastic shapes and finished parts. These products are considered as articles and are consequently not directly affected by REACH, meaning that they do not have to be registered. The polymers used in the manufacturing process of these plastic stock shapes and finished parts are initially exempted from registration and evaluation. Monomers and other associatedsubstances used in the manufacture of these polymers, however, must comply with the regulation. Next to the base polymer, most commercially available plastics also contain additives and hence are to be considered as preparations whose substances have to be registered, evaluated and, where necessary, authorised.

Mitsubishi Chemical Advanced Materials is a ‘downstream user’ who has actively collaborated on the collection of data, which are needed by the suppliers of the chemical substances used in its stock shapes to draw up the Chemical Safety Report, a document required as part of the Registration dossier.

This data mainly consists of information about usage and the possible exposure of human beings and the environment to the chemical substances and has been handed over to the suppliers of the chemical substances used in Mitsubishi Chemical Advanced Materials’ stock shapes by 30 November 2009.

On this date, the final REACH registration deadline has passed. This means that all chemicals manufactured or imported in volumes of 1 ton or more per year and per manufacturer / importer need to be registered. As a policy, Mitsubishi Chemical Advanced Materials requests from its suppliers to confirm that the substances they produce/buy/import are registered under REACH.

The information about substances, figuring on the Candidate List of Substances of Very High Concern (SVHC) as published by ECHA (the European Chemicals Agency), in the Mitsubishi Chemical Advanced Materials products is available on our website under “REACH-SVHC” on the page https://www.mcam.com/eu-en/support/regulatory-information/. As soon as possible after each update of the Candidate List, the updated documents are made available on this site. The Candidate List is updated twice a year, once in June/July and once in December/January.
